They could rework the fucking game for once so it's not just "hurr stay together or get stunlocked eternally", also more of a monster diversity, instead of normal zombies, normal zombies with a twist and an even distribution of special infected who just are big walking CC buttons. If the game had a enemy roster style like, for example, dead space it would be much more enjoyable.
Also they could fix the director so there's real amounts of variance, and they could add features like vehicle segments or parkour(it's cool, despite being a industry meme by this point). They could do a lot.
A content pack like L4D2 wouldn't work, but a proper new game would.

I'm glad I dropped TF2 in 2011. This game, along with CS:GO and Dota 2, turned into a money making machine for Valve, that has nothing to do with their respective originals. And at times, seems to be build upon mechanics used in gambling games. Gambling games for minors that is.
That being said, L4D is a fantastic coop experience, but I could't care less for an 'upgraded and enhanced' version of it.

Seriously, best safe house in the series. Has four separate beds, close to the river, a kitchen, and a nice living room in addition to being nice and dry with the pitter-patter of rain on the roof.
Plus if you play your cards right, you can use a traffic blocker and a truck to return to it after lighting the sign, making only tanks a threat.
