Well, there are two ways, games get localised in europe:
- direct localisation from Japanese
- indirect localisation over the US Translation
(Fun fact: The voice track of the german (european?) version Final Fantasy X was taken directly from the US-Version while the subtitles were direct translated. This led to some weird dissonances between spoken and written)
also it heavily depends on the localisation team for your language. There are 20+ official languages spoken here.

It's probably a bit of both. The EU version started getting it's own english translations, because of a case where they used the word 'spastic', which is offensive in the UK, but not in the US. That said though, there are still some cases where they'll use the american translations, and don't even try to change it, like in Animal Crossing, where you'll still get letters from 'Mom'.
