Timing-based games, like Incredible Crisis, had input windows based on the refresh rates of CRT televisions. An LCD/LED monitor has about 2-5ms of lag, meaning playing games like these is very hard, and increasingly so as the difficulty and speed increases.
There's a reason why PaRappa the Rapper was only ever re-released for the PSP, where the type of screen and its lag is tightly controlled.
