Having characters in critical health in Final Fantasy VII is never a good idea. Big Guard mitigates a lot of damage, but not THAT much. Powersoul is really only any good once you get the Cursed Ring, but at that point, you start getting the ultimate weapons, most of which outclass it.
A prime example of this is Yuffie's Conformer, which I just got in my current run. It does great basic damage already, but does more damage based on the enemy's level. I'm in the mid to high 30s with my levels, and I haven't done any stat source farming yet, and Yuffie is already able to hit between 5k and 10k consistently with her normal attacks.
Tifa's ultimate weapon, on the other hand, has the worst special effect. It gets increased damage the more full Tifa's limit bar is. I'm sorry, but that's just bad. Like...really bad.

Yeah, but you can't 4x Cut for 9999s with it unless you do a bunch of grinding or stat source farming. That automatically makes it only one fourth as good as all the other ultimate weapons. In fact, I'd say Powersoul + Cursed Ring is more worthwhile to use than Premium Heart. However, not only do you have better options with other characters, Tifa also has to give up her accessory slot to make that work. Any other character could be using a Tough Ring, a Tetra Elemental, or a Ribbon.

The counter setups require a bunch of grinding. In the time it takes me to grind out the Counter, Magic Counter, or Counter Attack materias for those setups, I can have already beaten the superbosses and final boss countless times.
I'm not arguing that you can't use any character. This game is piss easy and you can win with anything. However, Tifa is definitely in the bottom tier of characters in the grand scheme of things. Couple that with the fact that I can't stand her character design or her limit break, and you get a character who I see no reason to use.
