Not sure about the long run, but I'd release both Outbreaks together in an HD bundle for Steam, and maybe plan a 3rd Outbreak if it can make enough sales.
Put the team from REmake no 2 onboard for RE7 or Rev3, and scale down the budget while taking any and all new ideas no matter how risky
