I'm pretty sure Shovel Knight is just more expensive than other amiibos, he's $24 in Australia and gets a separate price from the other amiibo that were on sale.

You don't understand how Nintendo works.
They pitch thousands of good ideas and then stress test them until only the lowest common denominator baby bullshit remains to make sure it's safe and chewable for everybody.
The Amiibo were probably going to be way more robust before shitheads in the company/shareholder meetings pooped on the better ideas.

On one hand you have co-op and power ups(Shovel Knight) and unlockable playable characters(Codename STEAM) locked behind a paywall and on the other hand you have meager rewards like fight a beefed up cpu(Smash Bros) and mii costumes(Mario Kart). Either way they get used there's a way to complain about them.
And this is coming from somebody who owns every smash one.
