If you're referring to Xemnas, that's not true. You've got Reversal, which only changes your positioning and is mainly used defensively, then there's the part where you briefly control as Riku and need to save Sora and the other part where you're reflecting lasers, both of which are more cinematic than actual gameplay. However, those last two only happen once in the fight and serve as phase transitions, they're not the entire fight, and there's no way you're going to win if all you do is mash triangle for Reversal.

I can't think of a single boss in KH2 where you could win by spamming triangle, the reaction commands were rewards for stomping an enemies shit in, you can get through every fight in the game without using except for the final boss, hell you can beat the ultimate boss in KH2FM with anti-form, even though it's intended to be a punishment.
