It's not like some enthusiast thing you can sell on PC and reduce the price on later. If they don't sell PM they aren't gonna make games for the thing. Technology wise it's the weakest VR offering, but it has two advantages when it comes to mainstream marketing:
1. It will work out of the box on a PS4
2. Sony has a lot of mainstream developers working on mainstream VR games (PC will probably have a lot of indie/experimental/unpolished VR games in comparison)

I can imagine a PSVR demo booth at every Playstation space in general stores and game stores (akin to guitarhero demos) at the launch period. If it was just above the price of a PS4, say 400$, more people would be interested - exponentially more (cutting a price by half will net you way more than twice the sells)
