There is no absolute best something. There can be something which excels than all the others in a specific area, but in everything? I think not.

For overall greatness, Chrono Trigger. Dragon Quest IV is also fantastic, but much more traditional.

FFVII is the best jrpg basically bar none, but in this generation can be 'slow' starting and also, the graphics might not be what you're used to.
If you want other good jrpgs FF is always a great place to start. Other great ones are IX, X, VI, III.
Best jrpg all time besides FFVII might be Earthbound or Chrono Trigger
