2 was pretty good but a bit of a departure in style (and it had the cast of VAs from the 4kids dub of Pokemon. For some reason.) It had a lot of cool bonus features (mini-games, stories, 4-koma comics)
3 felt more like 1. It had this costume system that granted you new powers depending on the one you wore. The boss fights are a huge step down from 2 though.
They're both great games but if you can only pick one, I'd go with 3.
