Everyone WANTS to be defensive because of possibility of gang rape. But they also don't want to be left behind in economy or map control so they expand.
And when they hit another player they recognize that they were acting aggressive and even though they want to be defensive they feel committed to offense by that stage.
Simultaneously all players reach this stage.
Then it usually is absolute chaos until one of the three players gets unlucky and gets spit-roasted. And it usually is down to luck as everyone's just looking to expand but paying too much attention to multiple fronts to scout other battles and act strategically.
