Graphics is a small point on the redux, gameplay changes are what matter. The lighting can be annoying as fuck in 2033 redux and they don't even let you keep the 3 gun setup from the original.

There is no restrictions, PS4, hell even a fucking PS3 can do 10x better graphics and performance than PC, it's just that many devs don't push the system to its limit, and dont optimize as well as they should.
Look at the Last of Us or MGSV on PS3. It's pretty amazing that for a launch title The Order managed to look as beautiful as it does, these screenshots doesn't do it justice, just like seeing constant 60fps on a monitor that can support it.
