Buying something that has been improperly priced is nothing like stealing because of the service-customer relationship. They are there to serve you at the cost of craving your dollar. If they make a mistake, they risk losing a customer and their dollar, so letting customers win when the retailer screws up generates good faith that should ensure future business.

Firstly, in your example. Unless there is a sign saying that everything inside free, then that is clearly theft as there is no transaction made.
As for the example in the OP, it's on the retailer to notice their error in pricing up until the moment that the transaction is completed. If they do, they reserve the right to refuse to sell at the listed price and can offer to sell you the item at their intended price. If the transaction is completed however, (which is the case for the OP) then they are shit out of luck.
There was no pricing error. When you buy an AMD product from Newegg you can get a code to get the game for $0.99.
