I don't know but the world building has to be very good or else it'll look stupid. Some cyberpunk media just add random technology in and say "look it's a bioelectric transmitter it must be the future". I love cyberpunk stuff but only when they attempt to make the world interesting or at the very least make sense.

Everyone who cared about that genre played a ton of those games when it was it's golden age. Now it's literally obsolete. Camera and control scheme don't add anything, only limit the possibilities. Anyway modern isometric rpgs are rare and usually boring. Only a couple of big names in the past ~5 years, games like PoE are nothing new, it's what everyone already played more than decade ago, and more obscure ones are usually downright shitty.
FF7 and Deus Ex are the only ones I can think of.

PoE is a hack'n'slash. Dragonfall is a turn based isometric crpg. Satellite Reign is a real time isometric c(?)rpg.

I think the issue with the Cyberpunk theme is that you need to have lots of people with something different about all of them and a massive city with lots of dynamic lighting and due to limitations they can't make it look like a sprawling city with millions of people on one street.
