20 ticks a second means a delay max of 0.05 seconds, that's lower than most people's fucking latency. You might notice it, on rare occasion but that's countered by the game design, few guns are strong enough to kill you super quickly, even then you might be a tank character with a fuckhuge hitbox. Not even sure enough weapons are hitscan to do it either, WIdowmaker and I guess Vash the Stampede dude, can't even remember his damned name.

Overwatch being buy to play actually saved it and it's playerbase.
It's no secret that every single F2P game has a disgusting playerbase alongside the problems that come with being free (cash shop etc.). This way you can now play the game without having to deal with all the trashy freeloaders and 11 year olds.
Blizzard has made a bunch of awful decisions in recent memory and a few so far with Overwatch but this one was a gem, fuck F2P.
