I didn't even think of this. The dev team wasn't the ones who wanted this, it was Nintendo. Knowing Sakurai, he just might have opted for K. Rool or even someone else. These characters had a good amount of work on them made, and I doubt they got all that work done in two months, and I doubt moreso that Bayonetta won the ballot. Watch they announce Bayonetta 3 in June.

The problem being that the swordsmen, from playstyle to visuals, are too samey and thus overdone.
