Short answer: Yes.
Long answer: PCSX2 dates from back before 64-bit was common. Because of the difference between how 32-bit and 64-bit work for some fundamental things, and the low level emulators like this tend to operate, they need to actually work on getting it to run under a 64-bit system first before it can be compiled that way. However, the 32-bit version will run fine on a 64-bit Windows.

So I've reset my OS (Windows 10 64 bit ) several times now because every time I download PCSX2 and install the necessary components for it (DirectX and C++ redist.) I can no longer access either the control panel, or file/windows Explorer, or both.

Oh, yeah. The main problem is that using "just" 4K with some games looks visibly smudged, probably because they don't render at the PS2's native resolution to begin with. So then the only option is to turn the resolution up even more to compensate. Or a game will have lots of artefacts everywhere from the texture filtering or just from being blown up so much, and then the best cure has always been to blow them up even more to smooth them out.
You'll be surprised at how good PS2 games look in 4k if you ever get to see them running on a proper monitor.

And I'm not shitposting. I enjoy emulation threads and such threads helped me properly emulate Live A Live as well as showed me how gorgeous Fragile Dreams: Farewell, Ruins of the Moon is in HD. I just don't want anyone to steer someone the wrong way on a particular game.

I bought it, actually. But that doesn't suddenly put the music in the game. I suppose if someone were to patch it into the PS2 iso it'd make it the best version of the game.

I will correct myself though. Apparently the 60FPS patch only causes issues in KH2 at select parts, whereas KH1 has no such issues from what I can tell. So I suppose if one values framerate more they can go with that.

If you like racing games, Tokyo Xtreme Racer series is really fun (though I didn't care much for drift). Has a unique life bar style system, kinda arcadeish, cars have full customization, bunch of interesting tidbits in it. The games are extremely long though, I played the 3rd one for about a week straight and still didn't get near the end. And there is the occasional bug and graphical glitches, but they're worth overlooking.

I had frame rate issues with The Getaway that improved by setting presets to the highest level (high speedhacks).

I also have some frame rate issues on Freak Out (Stretch Panic) that are slightly mitigated by changing the graphics plugin from GS to ZeroGS.

Have you got texture filtering on?

Run at a native resolution and turn off any filters first and see how much that affects frame rate. Make sure other applications are closed.
