Any mods that might be interfering? Is this to reach level 2 or has your character successfully leveled up before?
Try disabling "Auto-Save when Rest" in the Prefs tab of the Options window. Although rare, some players have reported that auto-saves prevented the appearance of the level up screen.
Finally, make sure you're actually sleeping and not just waiting. You need a bed to sleep.

Because it takes Bethesda about three years to make single-player games the size of one province.
Imagine stretching the content of Skyrim across all of Tamriel. In fact, cut the already sparse content in half because they can't re-use as many assets due to the large variety of landscapes and architectures that must be represented. Then cut it in half again as they work out how to tack on your requested multiplayer, since it would become Bethesda's first experience with network code since 1997's Battlespire.
It's gonna be Hammerfell.
And the next game (which will come out on around 2024) will be the whole Tamriel. By that time they should be able to do it.

Why would it be Summerset isles?
If you make any other race than High elf nobody will speak to you, sell anything to you.
Altmer don't like anyone else other than Altmer and other races have no rights in Summerset isles, even less now that they control most of Tamriel.
Southern Morrowind + Black Marsh because it could involve fighting against/with the Altmer since Black Marsh is the only place no one has ever completely conquered and Southern Morrowind because Dunmer argornian war and shit plus we need civilization anyway

Repeat of Skyrim's story, except maybe a three-way with locals/Empire/Aldmeri. Given Fallout 4's story changes from 3 I can't imagine expecting more out of them than a rehash of Skyrim.
