Let me give this to you straight -- missing in a game is PURE BULLSHIT. NEVER EVER EVER FUCKING EVER make your player miss more than 10% of their attacks, even if the fucking attack says "50/50 chance to miss" because missing DESTROYS fun.
Red. Focus on inflicting status ailment inflicting attacks. You could blind, cripple, bleed, and knock down all in one second if you're lucky with red. Blue can, at best, inflict a single status ailment every second.

Blue is objectively better. 4 swings at 10% doesn't equal 40%; if that was the case, 10 swings would be 100% and thus a guaranteed hit, which it is not because you could still miss all ten.
Blue has a 60% chance to whiff each round, while red has a 65.61% (90%^4) chance. Red can hit more than once, but it's only a 1% chance to hit twice, 0.1% to hit three times, and 0.01% for all four - blue's better accuracy is way more consistent than red's chance for extra hits.
