I would argue that most of them do. Some have minor downer elements like characters going off for penance or dead characters staying dead, some have a late-game death, but really, only FFVI (world is utterly fucked, but the heroes are determined to fix it) and VII (ambiguously apocalyptic ending until the compilation ruined it) have what I would even call bittersweet endings.

The Occuria were well-intentioned extremists who were ultimately proven very right. Allowing Man to flourish without their guidance turned the world into a medieval shithole where more people are oppressed and live short, painful lives.
Like we see plenty in real life, too much freedom leads to utter decadence and abuse of power. A balance between freedom and tyranny leads to progress, which is what the Occuria were. People died, but in controlled and assessed necessities.

The Occuria were never ousted from power. Nothing in the game indicates that they were. The Sun-Cryst was their chosen means to treat with human lords, but nothing indicates that they can't build another or somehow interfere in human affairs again.
And remember, Zodiark, by far the strongest Esper to have ever existed, is more or less implied as still being fully loyal to them, being basically a baby and not having any real reason to resent them like the members of Ultima/Altima's rebellion do.

Honestly, this is the part of the story that's the least explained, despite how important it is to it.
Each of the Occuria is hideously powerful. Venat proves it in the final battle, and he's an outcast who cut his ties with his brothers. The Occuria sit high above Giruvegan; it's not like they willingly sealed themselves in some alternate dimension, or that they can't interact with the world. It is merely that they choose not to do it overtly. Like they themselves say it, they are history's gentle stewards, using the Sun-Cryst to treat with human lords for the sake of favoring humanity towards a path that they see as favorable.
Cutting away their ability to guide history peacefully, from the shadows, is by no means an indication that they can no longer interfere with the world. They just can no longer do it covertly.
