It's not that out there.
It was AAA release from Japan studio, so niche is pretty arguable. I mean no, it's not Uncharted popular, but it's not Neptunia niche either.
And the mechanics aren't really weird. Functionally speaking it's set up is a rather straightforward mission based open world game much like Infamous. What makes it unique is simply the freedom of movement. Not that that's a bad thing, but you make it sound like it's some unfathomable concept.

Better performance (Vita version is 30fps with drops, PS4 version is solid 60 at all times) and load times, improved visuals, includes the DLC.
If you already own it on Vita then it's still enjoyable there but if you'd be buying it either way then the Remaster is preferable.
