PS4 games on PC would have everything to do with emulation. You can't just install a console's OS on a PC. The OS was built for a specific hardware configuration. It wouldn't have a clue what to do with any of your hardware because it lacks drivers for all of it.

Linux runs natively on ps4, with some tweaks. It's not emulation.
Theoretically it should be possibile to do the reverse thing, after dumping the ps4 OS and tweaking it a little. Failoverflow said that there are around 10k different lines between ps4 and linux kernels.

You would need something like Wine to implement the PS4 API on top of linux and run native PS4 binaries that way. I don't know enough about the PS4 to say if it's realistic or not.
That being said console games tend to make a lot of assumptions about the hardware which means that it might run poorly on a PC with different specs. I also think the PS4 has unified RAM between the CPU and GPU which is uncommon on modern PCs (while the norm on embedded devices) so it might cause serious problems if the games like to mess with the graphic RAM from the CPU.

Doesn't work unless you tweak the ps4 os to run the hardware differently from how it is programmed to run games. The games would have to call drivers in the os which uses unified ram which your pc won't have. So unless you are fine with just the os and not running anything that would require different hardware. No you can code the driver to run different but without any guidelines, that is next to impossible.

Linux on PS3 didn't have access to the entire hardware, it was kinda sandboxed IIRC. Also the PS3 has a very unique hardware architecture which makes emulation difficult.
Regardless, being able to run linux on X doesn't really say much about how easy it would be to emulate X on a PC. It just means that we know enough about the hardware to run an OS on it. It's a first step but there's a lot more work to be done.

Well it's "ABI emulation" but you still run the native binaries. I doubt the official PS4 OS could be made to run on a PC bare-metal so you'd probably need to either sandbox it to make it believe it's running on PS4 hardware (maybe you could virtualize it?) or you'd have to reimplement most of it Wine-style. In the later case it might be a good idea to do it on top of an existing OS like linux rather that doing it from scratch but again I'm just guessing, I barely know what the PS4 hardware and OS look like.
