That you're listing skill levels as a negative (as well as having Half-Life as your immediate reference, rather than System Shock 2 or something) shows that you've gone in with the wrong expectations to begin with. If you don't like the genre at all, it's hardly a surprise you won't like the game.

That's not true actually.
By the end of the game you'll have plenty of augmentations (implants) which'll give you special abilities like regeneration, ability to jump much higher, run much faster or lift heavy things, invisibility, shield, etc. and you'll also level up your skills so that JC will actually be able to shoot wherever player aims almost immediately.
JC in the beginning and JC at the end of the game are very different even in terms of gameplay.

Also, some augmentations are just OP while others are basically useless. Put all your points into swimming, by the way.
I can't change the in-game brightness options, always looks like it's at minimum.
Already tried custom launchers, compatibility mode (I'm running on windows 8), Revision mod and using different renders. Using OpenGL only fixes the problem for a second.

Okay firstly Deus Ex and Half Life are not even in the same genre, why would you compare them?
One is an RPG the the other a FPS. Yeah Dues Ex is in first person but it's not a first person shooter, you should abandon all your guns as well and just stick to melee weapons like the prod, your sword or go non lethal. Guns are shit at first until you level them up and then you still shouldn't even bother doing that.
Second the game has a really slow start. By Lebedev's Jet it should start opening up and getting progressively better and the game finally reaches it's potential by Hong Kong. By Hong Kong you finally have enough augs to really play around properly in the game and see the full potential of what you can actually do.
