The only time I charge is when I can't risk a meteor or nair. Try and bait them into rolling and follow up with a grab I've found, although Blade Beam is a pain in the dick for this. If they're charging, they will have to be still for at least six seconds.

This alone is what kills him competitively. Grab combos and a good recovery are the building blocks of a viable character, and Cloud has none of these things.
For wi-fi and casual play, though, he is one of the best characters out there. Just like Little Mac.
