a. 5 was a major undertaking and they probably were working on this for a long while, so they just wanted to push it out and see if they could get sales on it in any way they could.
b. If Yakuza is ever going to have a chance in the western market, they're going to start with Yakuza 0 and work their way up from there. They're also probably going to have Yakuza Kiwami ported over so people can play Yakuza 1, then work on Yakuza Kiwami 2 and port that over. If people still aren't interested then the series is going to die in the US

Had a great time with 5, though some of it was pants-on-head in terms of story development. Looking forward to 6, though not really sure where they're going with it with how that game ended. Trailer made Kiryu look much younger, though I doubt they'll go back again.

The fact that Park was funding the Orphanage is something important to consider. It's also the other half of the reason why Kiryu had to leave.

They sort of had an interesting going on, it was just executed weakly.
Haruka was pretty much content staying by Kiryu's side but I guess the idea was that she was arguably wasting any potential to do something bigger that she supposedly had, I guess. Trying to apply that to the rest of the Orphanage kids made no sense though, we already knew that Kiryu didn't get in the way of them dreaming - one wanted to be a wrestler, one wanted to go into fashion, etc.
That and the whole "carrying dreams forward" thing was sorta shallow in a sense, it was hardly ever really Haruka's dream at all, she was just 'carrying forward' Park's (who Haruka grew to look at as a mother-like figure) dream.
