The story may be shit, but it's like 2% of the game. There are barely any cutscenes since it's a gameplay focused game, so the story being shit really doesn't matter.
As for the unfinished part, that doesn't become apparent until after 30~ hours of playing. 30 more hours of fun you're gonna get than TW3.
For mission types I just wholeheartedly disagree, that's simply not true. Sideops get a bit repetitive though, I'll give you that.
MGSV is fun to play, while Witcher isn't. MGSV is completely unfinished and unsatisfying in terms of story whereas Witcher is quite finished and has a satisfying story.

MGSV is repetitive, but it doesn't detract from the game since its very fun, and can be played in a multitude of ways. Metal Gear also has extremely high highs but very low lows.

did you play the game on death march? i played through the game on sword and story or whatever the "normal" difficulty is and felt the way you do. the controls felt imprecise and geralt seemed to whirl around like a retard all the time. i just cast quen and tapped x until i won. death march is hard enough that you have to learn to control geralt correctly and time his strikes. enemy groups stunlock the shit out of you, so quen is actually a bad strategy unless you're overleveled or have high sign intesnity. i still find some monster fights annoying though simply because if you aren't equal levels with the monster it'll one shot you half the time.
I think that depends on your investment in each series. The other 2 witcher games are so cheap that you could get all three for the price of MGS if you are interested in really immersing yourself in the story. MGS is a much deeper series though in my opinion and I would recommend playing 1-4 if you haven't before thinking about 5.

The main problem with MGSV is that it clearly could have been so much more. The game being unfinished isn't the problem, it's the repetitiveness of the whole experience. You crawl around tranqing people for the first 25 hours building up a team, using the same tactics ad nauseum. Sure you can change your weapons but what the hell is the point? It's just damage. Completely fucking superfluous weapon stats. The gameplay never changes, and the story is the weakest you could find. It's not just incoherent, it's barely there. Gone are the glorious cutscenes and character development, everything interesting is in fucking audio tapes! Granted you can listen to them while you play, but it kills the immersion further. The game wants you to play how you want to play, but no one in their right mind isn't going to choose the most efficient weapons. It's shit. Pure and simple shit.
The Witcher 3 has flaws, more than it should. It's also a very repetitive game. The saving grace though is the main character isn't retarded, and the choices you make in the game affect different parts of quests throughout. Sure it's not perfect but it's better than a complete lack of choices. Weapon system is again, kind of superfluous because you'll always stick with the newest best shit you can find. The story is also better.
The graphics in both are beautiful, I would give the edge to Witcher for its weather effects since they're top notch.
There's more to find in the witchers empty world than MGSV.

No one who truly loved the Metal Gear series would recommend V. It's novel to see it because we waited so long, at the end of the day it's still a shit game. Also there's zero strategy to the stealth unless you purposefully gimp yourself. Fun for maybe...... a few hours and then it's back to the same old grind.
I'll give you this, if OP hasn't played the rest of them, he very well might like it. The story will still be trash because it doesn't allow you to become attached to any of the existing characters except maybe fucking D-Dog. But if he has, he's better off burning his money and playing anything else.
