Does anyone here know about Fallout lore? I understand there was a resource war. Did the production of electric or hybrid cars accelerate, or did people just pay a lot more for gas for a long time? Or did the U.S. gas price not change much because of Alaska, Mexico, and Canada? It seems like there are a lot of cars in the Fallout games.
Also, did cars explode after being shot in any other Fallout games besides 4?

To answer your question the USA and Chinese went to war over the last remaining oil deposits. Electric cars were a recent development as of 2070 the last pre war decade. By this point petrol vehicles were a luxury and gas cost ten times what it does now.
FO3 and 4 have major lore issues in that bethesda goes for what is marketable and iconic, not what makes sense.
So yes there shouldn't be so many cars around the wasteland but there are.

Also the PC in 2 recovered and repaired an electric car so they're not unheard of just should be very rare.
In Fallout: NV you can see that gas was retailing for $7000 per gallon near the end.
Then fallout 4 comes along and lets you build fossil fuel generators because fuck you
