Artist with good work ethics take partial payment upfront, both as a safety measure to themselves (if things go awry halfway through, they still did work that deserves to be paid, just not the full amount) and the client (if things go awry halfway through, you didn't pay full price, and won't have to).
Retarded artists trust strangers on the internet to pay them after doing all the work, and are left moneyless if the stranger decides no to pay at all. You can give a thumbnail instead of a full file, but in the end, the work is done and your time wasted, even if the stranger never got the full non-watermarked file.
Greedy jew artists ask for all payment upfront, no exceptions, and particularly crafty ones will ask for it to be a donation-type payment instead of sending an invoice, so they can scam the money out of you and take a year in doing your commission, if they do it at all, and it'll be a pain to get a refund because the payment wasn't done as a proper business payment.

As a commissioner, I can confirm this.
Artist demanded I pay upfront. They had done several commissions in the past so I thought I was good. Artist would send updates on the piece every week...for three weeks.
It's been about four and a half months since I last heard anything from them. Checked their page, no activity at all, and I wasn't the only one looking for them.Worse yet, I think I've seen them posting elsewhere.Trying to get back into contact with them now.
It's not a WHOLE lot of money ($35), but I'm still pretty annoyed.
It was also my first commission. You live and you learn I guess.
