I'll say world because it's a better experience overall. Both games have a lot of empty space, but World makes better use of it if that makes sense.

A lot of Mario 3 and World is just flying around for coins and stuff. I think World attempts to do more interesting things with that space whereas Super Mario 3 has better secrets.
