I'll usually buy games I'm interested in during steam sales and bundles just so I got it while it was cheap. It'll sit in my backlog until I can get around to it, I assume other people do the same.
Also in regards to achievements it's not just a case of people buying and not playing, but it's more so the fact that it's a game that didn't have steam achievements until years later.
Terraria is another example of this.

Actually usually the first progress based achievement has something like 60-80% completion rate. Completion rate for ending achievements is usually like 30-40% I think.
