Linux forums are currently buzzing about some things discovered in Steam and an upcoming announcement. It will probably just be Vulkan and showing off Source 2 using Vulkan. The question is what they'll use to show off Source 2 on Vulkan.
If you're a Windows users the upcoming announcements probably won't be too interesting.

Apple has already blocked Vulkan on OS X, it wouldn't surprise me to see Microsoft either block it completely, or purposefully break it as they've done several times in the past with OpenGL.
Even if Windows gets Vulkan support, its entirely possible that developers will only ship DirectX 11 for Windows as maintaining the status quo is easier. Vulkan will mainly matter to Linux users and companies like Feral and Aspyr that increasingly specialize in Linux ports.

When it happens though, it will have the gaming community buzzing like fuck. No other game will get any press or recognition from announcement until 3 months after release.
E3 coverage will be 90% HL3
Gaming "Journalists" will witness their golden age of gaming and will for once be revered as our gods of information.
Ratings will mean nothing because the game is destined to be GOTY and an instant genre- and generation-defining experience.
People will get called out for attention whoring if they dare to rate it anything else than perfect.
Kids all over the world will be like "WTF are those old geezers so excited about?"
Videogames will get regarded as important as music or poetry.
Gaben will become the next Steve Jobs.
Angels will cry.
Religions will be formed.

Half life was never good
Vidya tech isn't nearly good enough for HL3 yet. We can make little things look real, but we can't have a lot of little things look real all at once with interaction on top. Hard to believe considering it's fucking 2016.
They probably have the story and levels all mapped out by now, just waiting for the next big thing to live up to the buzz.

Of course, that assumes IF it ever happens. The Steambox is already out, the Rift in a year. HL3 would be a killer launch title but Gaben hasn't done it.

Steam Machines are still missing the Vulkan API which is possibly Valve's surprise announcement for Monday. Khronos is having a major event in Paris later this month though and most of the speculation is that Vulkan will launch there.
Source 2 is built for Vulkan, so it would make sense for them to have a game to uniquely show that off.

People make games when they need to earn money.
They already have fuck ton of money and are milking the cash from steam every single day.
If they are going to make HL3 the hype will be HUGE so they will have to put tons of money into it, but it's not guaranteed that it will succeed and they will earn money.
