I'm inclined to say Gen 1 because I'm so goddamn sick and tired of the entire plot of Pokemon games revolving around the legendaries. In Gen 1 there was at least some slight inclination of mystery shrouding the legendaries, instead of NPCs practically handholding you until you confront the newest EPIC DRAGON MONSTER that you saw on the front cover.

I liked gen 2, instead of being THE HIGH OVERLORD OF SEA/SKY/LAND/TIME/etc., they were just ancient beasts that you summon from a long sleep
gen 1 legendaries are pretty ehh, the birds look all right but the gen 2 canines are better

Gen one had a little, the main plot didn't involve them and it actually made it so you want to collect them. But now they force dozens of legendaries each game.

Hoenn, considering two of my three favorite Legendaries are from it.
Johto had the best presentation for the legendaries though. Never really been a fan of how they get shoved into the story from RSE onwards.
