To be fair, Zeus is a fucking Skyfather and almost as strong as Odin, I believe and that dude is a badass. Makes multiple planes of existance shake just by going serious and shit.
But yeah, the Hulk isn't all that strong. He's strong, but his strongest logical strenght (until he get's changed or we just see something higher) is Worldbreaker Hulk, who is capable of destroying Planets, but is still below most incarnations of Supes in raw stats. He does have a lot of resistances against hax though.
But not against hax on the level of mothafucking Zeus or Silver Surfer who's fucked Hulk up super bad on multiple occasions.

SMT is actually a massive network of thousands of universes and nearly every game series is another universe. The Persona universe per example is one of these, which is so far removed from the core of the universe that God just doesn't give a fuck about it/it never caught his attention.
Also he's a massive douche, but it's implied he wasn't always such an asshole. So he's more like his jewish version rather than his christian one.
Also there's a bunch of other universal/multiversal beings in SMT. Even Persona has some, like Nyarlathotep, Philemon or Tatsuya Suou (kind off in that his willpower let him survive a universal reset)
