The Zelda costume is from Hyrule Warriors while the Zero Suit is from Other M, both Koei Tecmo games, so they already had the assets. I get what you mean though, it's a lot of work to just pass it as censorship, contrast the hackjobs done to Lin's costumes in Xenoblade X.

Yes and no. The swimsuits being removed isn't that big a deal by itself, but the fact that one of the swimsuits is important to a story sequence and yet they still removed it anyways is pretty significant. Now, an intelligent person will still be able to figure out what's going on regardless, but the scene is awkward and the impact is diminished without the swimsuit.
It's a great game regardless though, and the only good survival horror game we've had in years.
