I can't get mad at someone who sucks at a game so much they're stuck on the tutorial section for nearly an hour. It just fascinates me, it's like they reached a level of shit that's on such a grand scale it'd be impossible to achieve it without training everyday.

Fallout 1 didn't need it, Fallout new vegas didn't need it and they don't have it, but Fallout 2 has one of the worst tutorial sections ever made in a video game. Which wouldn't bother me if it wasn't because FO1 did it better.

I thought I fucked up my first character, because I couldn't hit anything. Still couldn't hit anything when I had high perception and luck. About how long does it take for the game to not make you miss every other attack?

There's a lot that goes into the combat rolls, but really once you get a few levels in Kalamath its ez as there's a few bath shit easy quests to level up on.
Hardest bit in there besides combat if you arent a melee character is probably on the first time through figuring out that you can use a explosive to open that door, a lot of players probably explore that place for a while thinking they will find a key or something.
Not to mention 'using the explosive with the door doesnt work', you have to activate the explosive, drop it onto the ground besides the door and wait for it to explode. A lot of players who didnt read the manual totally arent going to get that.

Didn't have a manual as far as I remember. I really enjoyed the trial and error though.

Fallout 2's tutorial was pretty shitty, but it did show you how to play the game. Which is the point of a tutorial. Where it sucked was the requirement to not suck that bad at melee combat, which is the weakest way to get rid of enemies, right up until you get deep melee specific perks. And even then it falls behind energy weapons and big guns and only comes to parity with small guns, due to the amount of armor late game enemies have.
So for most builds, any investment into melee combat is a bad idea.
But Fallout 2 and 1 are still vastly superior to the later products overall.
