The GTA series is by and large about providing a fairly detailed and realistic model of a city that allows you ridiculous levels of freedom. You can kill people for lols or you can go play tennis or whatever.
Hatred is a series of small sandboxes with nothing to do other than kill innocent people and people who try to stop you from killing innocent people.
Also, Hatred's civilian animations coming off as goofy has a lot more to do with bad AI than it does with what the game is trying to achieve.
