This isn't always true, but on a trash pull it is. On a single target, a proper hate combo will squash any type of pre-regen hate. The meta for most boss fights in 14 is to let stoneskin+regen+adlo/deploy do most of the work at the start, so both healers can get an opening dps rotation in before actually starting to heal.
The biggest hate generation is usually AOE heals, especially AOE regen like Asylum/Medica 2.
