How often are there sales on the 3DS?
For shitty games, all the time. For good games, rarely.
Depends on if you actually want to play a decent game or not. Only third party downloadables get marked down it seems.
All the goddamn time on anything published by Atlus.
Not for anything you'd every want to play, and never low enough that you'd suddenly find yourself tempted to try.
Out of about a dozen blind buys or demos on eShop, I think I was satisfied by approx. one game.

This. Nintendo game sales are usually like $5 off max, but it's rare as fuck it happens.
Atlus on the other hand some games have been as low as $10 and they have sales at least once a month.

The Keep is a decent dungeon crawler. Binding of Isaac plays really well on 3DS too. Some people liked Azure Striker Gunvolt. If you're way behind, you can pick up the Ace Attorney Trilogy, too. Really, there's not a whole lot worth a damn, sadly.

Old Capcom games went pretty cheap recently, copped Resident Evil Mercenaries and SFIV for $5 each.
Nintendo considers all of their games to be worth 40-50 dollars until about 5 years after release
