MGSV is finished OP. It's just had shit removed that wasn't done.
It's like saying a medium rare steak isn't finished because some parts aren't as cooked as others.
MGSV is, sadly, a finished game. It's not good, but it's finished. What we got is what we have and we'll never get the game we wanted or saw in the early trailers. MGS should have stopped with MGS4.

not even in on the meme, but there really wasnt an ending, the mission that seemed like the ending ends, rolls big credits, then in big letters, "COMING UP IN CHAPTER 2" appears, and you think there might actually be more story, then all the missions have no cutscenes, until the last one, and it leaves you on a huge cliffhanger, and there was code discovered of a mission that would have settled the cliffhanger
