Fallout 4, TW3, a whole bunch more. TW3 obviously isn't as bad because finding gear is completely pointless, since the game pretty much tells you to choose a Witcher School Set.
FO4 on the other hand mashes this into the players face, and it's literally the only thing that pushes the player in terms of progression.
