Why they did cut so many content that were finished? When I went ot help the girl at the hospital the cut dialogues did made a lot more sense.

They weren't implemented.
As in, they had the assets done but the code to actually implement them in game wasn't present since Activision murdered the game before it could be finished.
That's how cut content restoration works most of the time, you take already finished assets and actually implement them. Sometimes also assets are made from scratch if there's documentation available for what else was supposed to be done but didn't have assets made either. TSLRCM does that in a lot of places where they basically only had text lines or docuemntation available and had to do everything else themselves.

Okay so. I got the patch installed and everything, I ticked only the "basic" box. Started the game, solid intro but weird audio as the dialogue keeps bouncing from one speaker to another and slightly odd mouse feel. Picked Ventrue as my first playthrough clan, how fucked am I?

Tremere is possibly the strongest clan in the game (the other being Toreador). Also has some nice unique content.
Don't get me wrong, Ventrue is not actually a bad clan to play with for the first time. It's just a boring clan discipline-wise and lore-wise.

Complete and utter bullshit.
Not only did Activision not cut development time they gave them an extension and more money.
People misinterpret the fact that Activision wouldn't allow Troika to work on Bloodlines anymore as "cutting development time" when the reality was Troika were massively behind schedule and over budget. Troika, for some stupid reason, had also decided to take on multiple development projects at the same time despite being a small studio. While they were supposed to making Bloodlines they made The Temple of Elemental Evil for Atari. Activision actually had to help Troika finish that game in order to free them up for Bloodlines. Activision actually partially developed and financed a competitors game, it's no wonder they were pissed at Troika and it's no wonder no publisher ever wanted to work with Troika again.
This is the Tim Schafer situation all over again. The developer is not always right and the publisher is not always evil.

Tremere are pretty fun. Doesn't really feel like playing as a vampire though so much as playing as a nocturnal wizard, which is literally the Tremere's backstory. Good times regardless.
