Xenosaga is a re-imagining that tried to start closer to 1, and that's also probably why it's worse.
It's a common misconception that Xenogears was supposed to be 6 games, when that's just how they plotted out the story while coming up with it. They kicked around ideas to make each chapter a different game in an entirely different genre (RPG, RTS, space sim, etc), but when they actually sat down to create Xenogears it ended up encompassing 2-5. Meanwhile, Xenosaga really was supposed to be 6 games, and probably wouldn't have been any better off if they'd made that many.
