It's exactly that, the Helghast openly rebelling against an oppressive far-away Earth-based power.
They started out as a private colonization company on Vetka and shit, only for the ISA to take it all away to feed Earth and forced the Helghan company onto some shitty planet that was renamed Helghan. Eventually, they get their shit together to try and take back Vetka from ISA colonists, only for the ISA to come back and curbstomp them.
Maybe with the next Killzone, you'll finally get to play as the Helghast as an actual protagonists as opposed to the generic Tier 1 hooahoorah spessful farces operator.
