The episode had potential to be one of the best ones, but never made it.
The problem with the episode is that while it raises those questions, it never properly answers or even addresses them.
We know the civilisation in question was lower tech than the Federation, had massive problems and turned to a computer to sort out the most efficient way of giving out resources. So it's not like it was a deliberately shitty system, nor, given Star Trek's often commie message, one set up with the profit motive.
I can't help but think that the Fedeartion/Doctor, coming from a post-scarcity civilisation are fucking assholes coming in in the middle of a desperate situation, babbling about how much better they are for not having to make those hard decisions, but STILL refuse to actually give entirely helpful tech to people in need as per the Prime Directive. Do one or the other, but don't be a preachy asshole about it.
Also it's hilarious that the key point of the episode is that the hospital is ran by a computer in charge of people's lives, and no one ever brings up that the Doctor too is just a program in charge of people's lives, effectively doing precisely the same shit while in triage situations.

Just whatever you do, don't watch any Borg episodes after Unity in Season 3. After Torres says the line "Maybe the Borg were defeated by an enemy more powerful than they are" they basically became the series whipping boy for character and story development, destroying any sense of tension or threat they had.
Like, remember in besot of Both Worlds Part 1 when they're on the bridge just waiting for the news to come and then Worf say there's an unidentified vessel just entering sensor range? The way that Picard says "On screen" before they magnify and the music picks up really does a magnificent job. Voyager just destroys all that.
