Nightmare isn't that balanced in SC, the first major boss in it is luck-based for example. And I don't mean that as in "le artificial difficulty," I mean even if you grind Shiny Poms to get to the soft level cap for the prologue you'll still lose if he doesn't waste turns or if he ever procs a status effect.

The problem with Kloe is that her high ATS stat is wasted because three water locks turns her into a white mage by default and healing spells aren't affected by ATS at all. Add that to her offensive S-Craft running off of her godawful STR for some reason, and she's just incredibly redundant. Even Lichtkreis, while being a handy panic button, is handily outclassed by Grail Sphere (although Kloe is available a lot more often than Kevin is)
Meanwhile you have Olivier who also has a single line and high ATS but also gets only a single Mirage lock which is retardedly easy to fulfill, in exchange for mediocre crafts which you won't mind when you're spamming Death Scream every encounter.

I don't know why you keep saying she's squishy as well when I had her on 8k hp by the end of the game, and this was without a hp quartz. The only thing that could one shot her would be a boss' special attack but my buddy earth guard took care of that.
