In cases such as FFIV and FFIII, the mobile versions had been out for a year or so already, and the PC ports were based on the success of the mobile releases.
Even then, they enhanced the PC releases by re-adding cutscenes that got taken out of the mobile ports.
In other words, even if it was how you said, we'd still get a good PC product by the end of it.

If you think the Steam versions look anywhere near as good as the originals, you've either never played the originals or are blind/retarded.
All the visual effects and shadows in the Steam version are broken because it was ported to Direct3D in 1999 and stuff like soft shadows and alpha transparency wasn't a thing on PC at the time.
