Because, unlike other games, he's not some angsty teenager like you'd see in Xenoblade, or some angry gruff white guy like Uncharted or Metal Gear or Halo. He's not complex, and in an age where every character needs like a 500 page backspread for their story, he's pretty laid back. He tells bad jokes, but deep down it's just something he enjoys. Considering what's happened to him during the game, you kinda sympathize with him. And he doesn't expect pity either.
Then when you become Asshole Mchitler in the genocide route, he steps up to stop you, in particular the player himself. That's why he never tries to stop you in any route unless it's the genocide route. He has an awareness, to an extent, of the player, and knows that he'll just keep giving Frisk extra chances to beat you unless he doesn't play fair.
Gotta admit, it's much better than some wide eyed anime kid or mature dudebro shooter protagonist.

If he just, say sprung an unavoidable trap that instantly gave the player a game over, and that was the genocide ending, then he'd be able to stop the player. But just by being a challenge the player is able to overcome ensures that he's got no way to actually STOP the player.
A boss that is designed to be able to be beaten is not one that will win. They'll take one of the player's lives, sure, maybe even give them a game over.
But in the end, the player is not limited by anything but their own refusal to let a game beat them at anything. By being an obstacle, and not a lose condition, he screwed himself over.

well, Asgore would be more powerful than flowey there.
Omega Flowey is 6 human souls and a hollow flower with determination.
Omega Asgore would be six human souls and a monster soul. And the game's lore at waterfall and bacstory on Asriel in neutral makes it clear just a human monster combination is insanely powerful by itself, so adding a monster to the six human souls would be a hell of a multiplier.
I reckon he'd be easilly able to just out edit and undo and resave over whatever Chara does, seeing as he'd easilly override your saving like Omega Flowey did, and this time he not only has a soul of his own to help keep the other souls in check but the other souls wouldn't be simpathetic to you in Genocide.

Regular flowey originally could before you showed up because he had determination. You override him because your determination is stronger, he re-overrides you with the help of the souls and gains save states. So it seems clear that the souls add more determination.
In any case you also have to take i to account that Genocide stronger bosses (Undying and Sans) while harder, are canonically much weaker than Omega Flowey and Asriel. So there's no telling if Chara can even actually KO everything, perhaps "Omega's" are just beyond him (you never actually defeat either of these super Flowey's yourself anyway).
