What you talking about most of the characters on the chart are owned by Disney and Nomura has said/implied multiple times that Disney just kind of lets him do what he wants 90% of the time.
The Disney characters always look "off" in the Kingdom Hearts series, like they're devoid of life but then again these are 3D models with static expressions and they're far more expressive in their source material. When they try to recreate the "cool" scenes from the original Disney movies in KH graphics it just feels really awkward.
