Video games have changed. I had no problem playing through Trails in the Sky FC with no voices because the game was originally written to not have voice overs. The soundtrack was written to be all the audio stimulation you need.
The soundtrack in Cold Steel is background music. It's written to be spoken over, an accompaniment to the spoken dialogue. That's why even in unspoken scenes, text dialogue is still accompanied with constant sound effects. It feels perfectly fine in those scenes with the sound effects, but when all you have is silence with background music, it feels soulless.
