Go Babylonian, spam science, build the Forbidden Palace, if you need an extra vote use a spy.
Thats literally it. You can win on any difficulty against any number of enemies. Just dont engage in any diplomacy and deny all diplomatic offers and the AI will never attack or bother you with war.

Save until you have 12+ great scientists then use them all at once = Xcom squads in Reconnaissance era

ai will attack you unprovoked if they neighbor you and they're a warmonger or chose a different ideology than you, if you want to win on deity you need to be dipolomatically manipulative, or have a perfect start behind a mountain range or something
How does one win by culture? I always seem to hit the point in the game where I'm shitting out a lot but get beaten out by science or diplomacy
